The Paulding County Community Alliance, Inc. (PACCOA) is a nonpartisan, nonprofit organization that seeks to reveal the true purpose of data centers as surveillance infrastructure that expands the digital control grid and is dedicated to preventing their construction by raising public awareness and pursuing lawful avenues. We must act now to protect our water, land, power grid, ecosystem, and freedom!

Paulding County Community Alliance, Inc. works to protect the wellbeing, rights, and quality of life of Paulding County residents. Through advocacy, education, and organized civic action, we strive to ensure Paulding County rejects destructive infrastructure and upholds Constitutional freedoms while advancing toward a flourishing future that is vibrant, empowered, and principled.

Our vision is a Paulding County where community autonomy and vitality shape a thriving future—one in which residents guide local decision making, steward shared resources, and safeguard personal liberties while living in a resilient, balanced environment that nurtures both human and ecological strength. We envision a local society grounded in open governance, principled development, environmental integrity, and active civic participation, supported by technologies and infrastructure that respect privacy, reinforce local character, and enhance the long term vibrancy of the community. We seek to strengthen civic engagement, promote transparent and accountable local governance, and defend environmental integrity and personal freedoms. We aspire to cultivate alignment between technological progress, ecological integrity, and human vitality. We reject any attempt—governmental or corporate—to erode individual liberties under the guise of safety. We firmly oppose harmful digital infrastructure expansion, mass data collection, and surveillance practices that threaten community autonomy or personal privacy.

Our Story

How We Got Here

PACCOA was founded by Paulding County residents who recognized that the rapid, unchecked expansion of data center infrastructure posed a direct threat to the health and quality of life of our community.

What began as a small group of concerned neighbors has grown into a broad coalition united by a shared commitment to transparency, accountability, and the protection of our community's future.

We believe that residents deserve to know the truth about what is being built in their backyards — and that they have the right and the power to shape the future of their community through lawful, organized action.

We believe genuine self‑determination requires freedom from constant monitoring, profiling, and AI‑driven control systems. Through public education, transparent information, and lawful civic engagement, we work to prevent the construction of these surveillance-enabling facilities and to safeguard the privacy, rights, and independence of our community.

As the chief officer of PACCOA, the Board President provides strategic direction and organizational leadership, guiding the alliance's advocacy efforts, overseeing board operations, and serving as a primary voice for Paulding County residents in the fight against harmful data center expansion and surveillance infrastructure. The President ensures that every action taken by the alliance remains grounded in the community's best interests and consistent with PACCOA's founding principles.

The Vice President supports the President in carrying out the alliance's mission and steps in to lead when needed. In this role, the Vice President helps coordinate community outreach, strengthens relationships with coalition partners, and works to expand PACCOA's civic reach across Paulding County and the broader northwest Georgia region.

The Secretary serves as the organizational foundation of PACCOA, responsible for maintaining accurate records of board proceedings, managing official correspondence, and ensuring that the alliance's communications are clear, timely, and consistent. The Secretary plays a vital role in keeping members informed and ensuring the organization operates with full transparency and accountability.

The Treasurer safeguards the financial integrity of PACCOA, overseeing all funds, maintaining accurate financial records, and providing regular reports to the board and membership. As a volunteer-led nonprofit, PACCOA depends on the Treasurer's diligence to ensure that every dollar contributed by supporters is managed responsibly and in service of the community's mission.
